Activities

Identification, disclosure and management of conflict of interest in biomedical and health research is one of the major concerns in India. These conflicts may be financial or non-financial and can be at the level of researchers, EC members, institutions, donor agencies/ sponsors, authors, editors and even regulators. At each level, an underlying COI could potentially influence professional decisions and research outcomes. In this regard, ICMR proposes to develop a National policy document for identification and management of COI in consultation with experts to protect the integrity of professional judgment and to preserve public trust in the best interests of science and the research participants across the country. A consultation meeting organized by ICMR Bioethics Unit on 12th February 2019 was attended by various stakeholders including institutional heads, policy makers, clinicians, patient representatives, social scientists, industry representatives and others.

ICMR Bioethics Unit has prepared the Common Ethics Committee Forms for harmonizing and facilitating proposal submissions to Ethics Committees with funding support by Translational Health Science and Technology Institute (THSTI). These forms are pilot tested, easy to use, adaptable and can be customized as per requirements of ECs across the country. A feedback form to share user suggestions and inputs is provided within the download link. The Common Ethics Committee Forms are dynamic and will be updated based on these feedbacks received.


The National Ethical Guidelines was revised and released in 2017 by the Hon’ble Union Minister, Ministry of Health and Family Welfare, Shri Jagat Prakash Nadda and Hon’ble Union Minister of State, Ministry of Health and Family Welfare, Smt. Anupriya Patel, in the presence of Dr. Soumya Swaminathan, then, DG ICMR & Secretary DHR and current Deputy Director General, World Health Organization, Dr. P N Tandon, Former Chairperson, Central Ethics Committee on Human Research (CECHR) and Dr. Henk Bekedam (World Health Organization Representative to India) on 12th October 2017 at ICMR Headquarters, New Delhi.

Dissemination was organized to sensitize relevant stakeholders and create awareness on the revised version of the National Ethical Guidelines across the country. Dissemination was conducted in 8 locations across India reaching out to 6000 participants from 452 organizations. The dissemination programs organized at New Delhi, Chandigarh, Chennai and Bhubaneshwar were funded by Indian Council of Medical Research, while the dissemination programs at Ahmedabad, Visakhapatnam, Kochi and Guwahati were funded by Clinical Development Services Agency, Translational Health Science and Technology Institute (THSTI). ICMR Bioethics Unit, NCDIR, Bangalore coordinated this multicentric survey in India which was carried out in 7 member countries of Forum for Ethical Review Committees in the Asian and Western Pacific region (FERCAP). The survey was conducted to identify the elements and the extent of information in ICFs that research participants in biomedical and health research would like to know. The report is published in BMC Medical Ethics.
